An increasing number of governments, funding bodies, institutions, and departments are putting into place policies that either require deposit of peer-reviewed papers in open access repositories (mandates) or encourage deposit.

The SHERPA RoMEO Copyright list
One of the major hurdles faced when trying to encourage authors to deposit their papers is the belief that copyright restrictions prohibit deposit. The RoMEO list gives the copyright position for over 300 publishers and shows that the majority allow either pre- or post-print archiving (or both).
