SPARC Europe organized the pre-conference
to LIBER's 2004 Annual General Confernce held in St
Petersburg 28th June to 2 July. The programme consisted
of a number of speakers who reflected areas of concern
and interest to the membership of SPARC Europe. David
Prosser, Director of SPARC Europe, spoke on recent developments
in the move to open access, while Heather Joseph contrasted
'Big Deals' from large, commercial publishers with 'Fair
Deals' from smaller, often society, publishers and discussed
the criteria libraries can use to distinguish between
the two.
Theresa Velden from the Max Planck
Gesellschaft described the growing appeal of open access
to funding bodies and outlined the process of implementing
the Berlin Declaration. Finally, from the library community,
Stephen Pinfield of Nottingham University spoke on the
continued developments in institutional repositories
and Kurt de Belder of the Universiteit van Amsterdam
outlined exciting future roles for the library in an
open access environment.
